Prof. Datta holds a bachelor’s degree in Electrical Engineering from the Bengal Engineering College, Shibpore under the Calcutta University. Prof. Datta has served in the Indian Railways Stores Service (a part of Engineering Services) for thirty five years and performed leadership roles in procurement and integrated materials management function of the Indian Railways. While working as the Controller of Stores (in the rank of Additional Secretary to the Government of India) in the zonal railways, he personally contributed to computerization, inventory management, infrastructure development, human resources development, improvement in delivery and quality of services, and above all developing a very strong system of delivery. Prof. Datta retired as an Additional Member of the Railway Board (in the rank of Special Secretary to the Government of India), a post he held for about two years. In that capacity, he was the head of procurement of goods by the Ministry of Railways, and made large scale reforms in procurement procedures which took the procurement function to a very high trajectory of transparency and efficiency.
Prof. Datta has also worked as a Divisional Railway Manager and as a Chief Vigilance Officer in the Railways (both in the rank of Joint Secretary to the Government of India) and earned laurels in both the assignments. Earlier he has also worked abroad, for about three years, in a senior position in the Materials Management department of a prestigious project of the Government. Post retirement, for three years he was engaged as the Adviser to Cabinet Ministers of the Central Government.
For the last six years Prof. Datta has devoted himself fully to teaching and research in the area of public procurement. Under his stewardship the AJNIFM has been regularly conducting week-long training programs in public procurement. He had designed the program contents and teaches regularly and extensively. Over the last five years he has taught more than seven thousand participants. He is also a visiting faculty of the Institute of Government Accounts and Finance, Delhi under the Ministry of Finance; All India Management Association, Delhi, Lal Bahadur Shastri National Academy of Administration, Mussorie; National Judicial Academy, Bhopal; Indian Institute of Coal Management, Ranchi; HLL Management Academy, Thiruvanthapuram, etc.
